I have had problems on and off for as long as I can remember Jackie. Sometimes they work, sometimes they don't.

Probably an IE issue, you can change to something that operates within normal expectations which IE does not.

I'm on a lap-top using Chrome browser (primarily) but this is a first-time issue for me. Oh well. I'll figure it out.

No luck. Tried 72 dpi at only 538x338 . Not a big file at all. I've just never had this happen before (???)

Did-ya REBOOT? (said, only partially, tongue-in-cheek).
Any chance you could use a diff browser on the same laptop (as a test, not a solution)? Do you have any crazy extensions running in Chrome?

Jackie's issue was that she was trying to upload an invalid file type (jpeg). I renamed one of my JPG files to JPEG and tried it - no dice.
I added the JPEG extension into the allowed list and now those JPEG file types should work...
