So I have a question. I heard a rumor that beginning next month if a vehicle has the check engine light on, it won't pass emission. Is this true?
if so, my xj has the emission maintenance light is on, should I try and get it done before next month? My vacuum lines aren't where they're suppose to be, I tried to follow the diagram under the hood but do to the aftermarket intake and PO capping a few, I wasn't sure where they went. Also I have no speedo. The gear is out.

Vehicles that are eight (8) through eleven (11) years old will need their "On-Board Diagnostic (OBD)" computer systems checked.
If the “Check Engine” light is turned on, then these vehicles will fail the inspection and need repairs.
Starting in 2015, this will apply to vehicles from model years 2005 through 2008.

So does that mean mine would be ok? It's a 90 with the emission light on. I'm assuming I don't have an obd on mine

The light that is on is run off a timer. Unplug the timer and toss it. Its intended purpose was to get owners into the dealership for a new oxygen sensor.
As for the vacuum hoses, I would have to see what you have going on.

Ok sweet. Where would this timer be at?
would you be able to check out my lines and/or guide me as to what goes where?
on a side note, I'd also like to get rid of any unnecessary things in the engine bay; wires, hoses, junk, etc.. Part of that is the vacuum lines unless I need them all. I will also attempt to do an open Cooling system to help free up some space.

Pull the bulb out of the dash. Not all xjs had the maint light but every bezel was the same.

Can you post the source for this? Emissions equipment is only a small percentage of reasons a CEL could be on, seems unfair this would garner a fail at an emissions testing facility. Maybe if CO had actual vehicle inspections being done by people that knew what they were looking at as opposed to the monkeys that can't figure out how to roll your window down that are at most facilities around here.

Looking at that it says the 8-11 year old vehicles will have the computer checked only? Because after that it says older vehicles will continue to get the dynamometer test.
We have an 08 that falls into the 8-11 year group.

I just heard the radio ad that Sal referred to and it stated that a CEL means Fail. No other specifics.

I have no idea, sorry. The AirCare website is pretty poor and not really reliable from my past experience.

Collectively, the January 2015 changes should improve customer convenience for the greatest number of Coloradans in the program area while also protecting air quality.
Among the changes is the extension of the initial model year exemption for newer vehicles from four to seven years. This change reflects improvements in vehicle technology that allow gasoline-powered engines to start out cleaner and stay cleaner longer.
Beginning in the eighth model year, and extending through the eleventh model year, the vehicle inspection process will include an inspection of the On-Board Diagnostics (OBD and OBDII) systems. Instead of a driving test on the dynamometer (the “treadmill” test), vehicles will be “plugged in” to read the codes in their on-board computers.
This means if your “Check Engine” light is on, your vehicle will not pass the inspection. Don’t ignore it, get it checked!
Older gasoline hybrid vehicles (beginning in the eighth model year) will require inspection for the first time, also using the OBD "plug-in" test.
Other improvements to make the inspection process easier include adding more all-wheel drive lanes, offering more inspection options for vehicles that previously could not be inspected on the dynamometer, like vehicles with larger or smaller tires, and finally, we're taking credit cards!
