It's for water crossings. The water passes right through the wheels so it wont push you sideways. Plus the lack of flotation will keep you firmly planted on the bottom.

Obviously, not what most of us would build as our interests and targeted use are probably different than this builder. At the same time, whatever makes you happy...YMMV
