Besides a cool Frankenstein color paintjob? I would guess there is some custom work there...IMO uneducated opinion.

I'd guess 5" RTE lift (if off the shelf), 37s and ample wheelwell trimming.
So, this is a local Rover?

The stance of that one reminds me a lot of Larry Grubb's old RRC, if you ever saw that one.

At a glance, I thought it might have been Larry's but repainted... then I looked at the back of it and realized it wasn't Larry's. :)

I think it has an insanely high center of gravity.

Looks like 35s, 2" body lift and a suspension lift. If you look closely, you can see where the wheel wells haven't been trimmed as they still have the factory rolled edge...
Don't know how old this post is, just saw it... Picture could be more blurry, I agree...
