Westall Memorial on South Platte

Can someone tell me the story behind this memorial on the South Platte? It used to be hidden in the brush and yesterday while driving the road I was looking for it and found a path has been cleared so it's easy to see.

Seen it often enough that you had me curious, too. There is another on the South Fork of the South Platte River where the Colorado Trail Crosses the river on the back way to Deckers from Pine Junction. I looked that up a long time ago and now I can't remember the name or what it was for.
