Stage 2 Fire Restrictions - "No off-roading in motorized vehicle"

I was watching the news this evening and saw that Boulder County has gone to Stage 2 Fire restrictions. On the placard, they listed one activity forbidden,
"no off-roading in motorized vehicle". So, what does off-roading mean? Does this imply that every jeep trail is now closed in Boulder County?

Looking at the official order would lead one to believe that the news over simplified it. According to Boulder County,
"

• Possessing or using a motor vehicle off established roads, motorized trails or established parking areas, except when parking in an area devoid of vegetation within 10 feet of the vehicle.

Given 3 fires in Northern Colorado, I have no interest to start another nor break the law so I am curious is motorized trail the word that keeps MSV or Switzerland Trail or .... open?

I know this sounds like a stupid question but its serious business.

You just cannot go off established roads/trails unless the area is devoid of all vegetation.

To me, the logic is hot exhaust contacting a tall piece of vegetation (grass) causing it to ignite.

I give this consideration at all times when parking in areas with tall grass.
